Title:  Process Safety Management (PSM) Coordinator

This position is responsible for coordinating the requirements of process safety management (PSM) programs assigned to them by the refinery PSM Manager to ensure compliance with OSHA PSM regulations and existing refinery PSM programs and policies.  This position drives continuous improvement in the refinery’s PSM program through routine field audits and active participation in the implementation of PSM elements within the refinery operating units.  This position tracks and assures completion of tasks generated from refinery’s PSM program including Management of Change (MOC), Incident Investigations, and Process Hazard Analysis (PHA) programs. 

 

The Requirements

To qualify for this role, you will have a minimum of 3 years of PSM work-related experience in the refinery and/or petrochemical industry, 5+ years preferred. Also preferred, but not required, a bachelor’s degree with major in Engineering, Science, or Process Safety related curriculum.

 

  • This position requires someone who can work well with others, under pressure, and has a strong commitment to safety.
  • Competent in using Microsoft Office products, such as Word, Excel and Access database.
  • Good teamwork skills – ability to build effective relationships in a diverse work force to accomplish tasks.
  • Self-motivated and ability to accomplish tasks and manage projects with minimal oversight.
  • Creative – ability to take ownership of individual programs, develop ideas for improvements and drive ideas to completion.

 

Additional Physical Demands

  • Must be able to work safely at various heights and in confined spaces.
  • Position may require exposure to adverse weather conditions, hazardous environments and require the physical stamina to climb tanks, work long hours in the field and wear a respirator (if required).  
  • This person must meet medical criteria established by OSHA for emergency response.

 

Key Responsibilities:

  • Develops and maintains refinery's process safety management (PSM) policies, processes and procedures.
  • Has a good working knowledge of the 14 elements of PSM and their implementation in a refinery, such as:
    • Scheduling of compliance audits by outside companies to ensure compliance with refinery PSM policies and procedures and ensures all recommendations are closed in timely manner,
    • Administers Management of Change (MOC) program, including tracking MOC status, determining if proposed modification falls under MOC system, and conducting field audits to ensure compliance with program,
    • Works with Operations to ensure all required Process Safety Information (PSI) is available and current for each PSM covered process,
    • Knowledgeable of Process Hazard Analysis (PHA) methodology and has training to conduct PHAs. Maintains schedule and ensures schedule is met. Prepares documentation and reports findings and recommendations. Tracks actions to completion. Resolves outstanding issues,
    • Knowledgeable of Incident Investigation methodology and root cause evaluations.  Ensures incidents are promptly reported, investigated, and action items closed in a timely manner, tracks actions to completion. Resolves outstanding issues,
    • Knowledgeable of Emergency Planning requirements and ICS structure.
    • Knowledgeable of contractor requirements and ability to audit current contractors that all information is on file.
  • Knowledgeable of PSM-related databases to ensure accuracy and completeness of data.  Most refinery databases are Microsoft Access databases.
  • Knowledgeable in asbestos programs and regulatory requirements.

 

WORK ENVIRONMENT

  • The position may be exposed to heat, noise, humidity, altitude, smoke, fumes, dust, gases, hydrocarbons, paints, and solvents.
  • Non-prescription safety glasses, flame resistant clothing, earplugs, gloves, hard hats, and respirators are provided. 
  • Normal and extraordinary work circumstances may require, without notice, requirement to work on weekends or holidays.
