Safety Technician

 

The Opportunity 

  •  Safety Technician at a growth-oriented downstream energy company
  • The Safety Technician supports HSSE performance at the refinery and the company's "Success is NO Accident" R.I.C.H safety philosophy by providing field-level safety coverage, safety training, program support, inspections, audits, documentation, and Stop Work Authority.
  • This role supports operations, maintenance, contractor work, projects, loading areas, pipeline facilities, and turnaround activities.
  • The Safety Technician conducts daily field audits, verifies compliance with WRC JSAs and work procedures, monitors high-risk work, confirms hazard controls, supports permit-to-work activities, participates in incident investigations, and promotes safe work practices across the site.
  • The Safety Technician must be knowledgeable in OSHA Health and Safety regulations for General Industry, 29 CFR 1910, and Construction, 29 CFR 1926, as applicable. The role supports implementation, auditing, training, documentation, and continuous improvement of company safety programs, including safe work practices, permit-to-work, PPE, respiratory protection, hazard communication, confined space, hot work, Lock Out Tag Out, fall protection, excavation, lifting, and work at heights. The Safety Technician documents findings, tracks corrective actions, and helps close gaps identified through inspections, audits, and field observations.
  • The Safety Technician is expected to communicate the company safety philosophy and actively encourage employees and contractors to maintain safe work practices. The role requires field presence, hazard recognition, confidence to intervene, and willingness to stop work when serious safety risks or imminent danger are identified.

 

Key activities include: 

Field Safety and Permit Support

  • Provide field safety support across refinery operating units, maintenance areas, shops, loading areas, pipeline facilities, contractor work areas, projects, and turnaround activities.
  • Conduct daily field audits and verify compliance with WRC/WPC JSAs, work procedures, permits, and hazard controls.
  • Monitor high-risk work, including hot work, confined space entry, line breaking, Lock Out Tag Out, isolation plans, lifting, excavation, and work at heights.
  • Review permits, JSAs, and hazard controls before and during work execution.
  • Verify proper use of PPE, respiratory protection, gas monitors, barricades, fall protection, and other safety equipment.
  • Identify unsafe conditions, communicate expectations, document findings, and confirm corrective actions are completed.
  • Stop work when serious safety risks or imminent danger are identified.

 

Training, Orientation, and Safety Communication

  • Conduct and manage the new hire safety program, including SSE program training and recordkeeping.
  • Conduct safety training classes as assigned by the PSM Manager and maintain records.
  • Create, maintain, and update training materials, including contractor, visitor, safe work practice, loading dock, railcar loading/unloading, and other assigned training content.
  • Create SCORM files and upload training content into Navigator when required.
  • Conduct safety orientations, toolbox talks, turnaround safety discussions, safety campaigns, and employee training.
  • Conduct training on safe work practice programs, including Hot Work Permit, Confined Space Permit, Lock Out Tag Out, Hazardous Work Permit, and isolation plan requirements.
  • Educate employees on the Hot Work permit program and Lock Out Tag Out program.
  • Conduct fire equipment training with personnel as assigned, including Fire Extinguisher, Fire Monitor operations and Tote Station operations.
  • Conduct training on Manlift and forklift along with the field proficiency evaluations
  • Conduct periodic field training of SCBA’s and Level A PPE with operations group and effected personnel.
  • Train contractors and visitors and maintain accurate training records.

 

Inspections, Audits, and Program Support

  • Conduct safety inspections, audits, behavioral observations, and workspace audits of shop areas and unit maintenance work.
  • Conduct quarterly plant safety inspections with a focus on past violations.
  • Conduct follow-up inspections for previous audit findings and document completion status.
  • Conduct annual audits of past confined space permits and report findings.
  • Conduct monthly eyewash station checks and maintain records.
  • Maintain the audiometric program, including training, employee testing, and records.
  • Maintain the H2S personal monitor and other gas monitor program.
  • Support resolution of audit issues assigned by the PSM Manager.
  • Conduct Fit Testing, Fall Protection Inspection, Confined Space Rescue.

 

Contractor, Visitor, Loading, and Railcar Safety

  • Support contractor safety oversight and verify contractor compliance with site safety expectations.
  • Train contractors and visitors and maintain training records.
  • Maintain and update contractor and visitor training slides as needed.
  • Conduct loading dock training and railcar loading/unloading training.
  • Provide field support for contractor and visitor activities involving high-risk work or refinery exposure.

 

Process Safety Information and Documentation

  • Maintain accurate safety records, inspection forms, audit reports, training records, and other documentation.
  • Maintain training database records in Safety Manager, Navigator, or other assigned systems.
  • Verify SDS information is updated for chemicals used in the plant and available in the control room
  • Communicate to operations employees where Process Safety Information can be found for each unit
  • Support assigned PSM and HSSE documentation activities as directed by the Manager, PSM.

 

Work Environment

  • The Safety Technician will work in refinery process units, maintenance areas, shops, loading areas, outdoor industrial environments, and administrative settings. The role may involve exposure to heat, cold, noise, heights, confined spaces, chemicals, and active construction or maintenance work. Required PPE may include hard hat, safety glasses, FRC, gloves, hearing protection, respiratory protection, fall protection, and gas monitoring equipment

Qualifications

To meet the basic qualifications for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship.

 

Required

  • High school diploma or GED
  • Ability to work safely in a refinery environment and wear required PPE
  • Valid driver’s license
  • Strong field observation, hazard recognition, communication, documentation, and follow-up skills
  • Ability to intervene when unsafe conditions are observed and use Stop Work Authority when needed
  • Working knowledge of OSHA requirements, safe work practices, permit-to-work systems, confined space, hot     work, Lock Out Tag Out, fall protection, hazard communication, PPE, and respiratory protection
  • Proficiency with basic computer applications, including Word, Excel, and PowerPoint
  • Ability to work rotating shifts, overtime, weekends, holidays, and turnaround schedules as required

 

Preferred

  • Minimum 2 years of industrial safety, refinery safety, HSSE training, or related field experience
  • Refinery, petrochemical, chemical plant, oil and gas, loading, rail, pipeline, or heavy industrial experience
  • OSHA 30, First Aid/CPR, HAZWOPER, or related safety certification
  • Experience using Safety Manager, Navigator, SCORM training files, or other training database systems
  • Experience conducting safety training, orientations, audits, inspections, incident investigations, and contractor safety oversight

 

Additional qualifications include:

  • Interpersonal and communication skills: Communicates effectively with employees, contractors, visitors, supervisors, and leadership. The role includes public speaking, toolbox talks, orientations, and training classes for individuals or groups.
  • Organization and data management: Maintains training, inspection, audit, OSHA, and program records. The role requires proficiency in Word, Excel, PowerPoint, and the ability to learn and maintain systems such as Safety Manager, Navigator, or other site databases. Articulate 360
